Here is the email I got back from Todd Mesibov in Duke's Compliance Office:
Hi Ms. Thompson,
Thank you very much for checking in with us. You gut reaction is correct, fans are not permitted to provide direct benefits (meals, money, and other tangible benefits) to a student-athlete or his family, even in extraordinary circumstances like this. For situations like Brandon’s, the NCAA does allow us (Duke) to help with meals and other expenses that are not normally permissible, and we are doing our best to make this difficult time a little easier for Brandon and his family. We are looking into additional ways to help, and if there is an opportunity for our fans to provide any assistance, we will be sure to let you know as part of our efforts to get the word out.
Thank you again both for your desire to help Brandon’s family and for checking in to ask if the assistance is permissible. Please let me know if you have any additional questions.
