I wouldn't worry about doing the "big report" until you are actually told to do it. And, of course, be given enough time to do it. Or is this colleague telling you now the official chain of command and you're expected to "get on it"? If so, I'd be mighty tempted to tell PHB that that is not acceptable. But that's just me and you're much better off listening to what Windsor and Lavabe tell you to do ;)
