In the mid-late 90s I wrote a few public policy papers at Duke about gerrymandering in North Carolina - there was the I-85 district that was roughly the width of a highway for some stretches. This is the perfect case of technology being used for evil rather than good. It would be so easy to just put everyone in a computer with no tags of race, party, gender, etc. and create a formula to optimize it. Obviously there might be some dispute about some of the nuances of the formula but I think it would get you pretty close. But no one wants to do that.
It looks like GA might balance this out a bit. But regardless of who benefits, it shouldn't hapen.
