Unless you count drivers' licenses in Virginia. My mom went in to renew her license, and they told her it was now illegal to smile in VA license pictures. The guy literally refused to snap the shot 'til she stopped smiling. I don't get it. Supposedly face-recognition software does not work as well if the subject is smiling.
