Agree, but will add a friendly amendment. The problem in this case isn’t Congress per se. Although over the years Democrats undoubtedly have been obstructionists on some issues, in the Trump years it’s been Republicans, who flee in the face of deranged Trump voters. Maybe behind the scenes some Republicans are working across the aisle with Democrats to strengthen voting by mail by funding the obvious, immediate needs of the USPS.
